How did Laos evolve from being cautious and suspicious of the ASEAN grouping, which was perceived to be anti-communist, during the Cold War to gradually embracing it from the mid-1990s to taking up leadership role in the mid-2000s and then again in the middle of this decade? Discussing the country’s journey into ASEAN – the premier regional cooperation body in Asia, this chapter focuses on the Lao chairmanship of the organization in 2016 that drew particular world attention due to the crisis regarding the South China Sea issue, seemingly dividing not only ASEAN member states but also the superpowers the United State and China. It critically examines the “failure” of the 2012 ASEAN Foreign Ministers Meeting (AMM) to issue a joint communiqué for the first time in ASEAN’s history, and the “near failure” or “success” – depending on your perspectives – of the 2016 meetings, negotiations and deliberations.
